Most of the books visible in the picture are actually just painted or fake.
The library also have very little if no chairs and tables, one can read only sitting on the steps.
This library is the perfect allegory of China, imho. Visually recalling a modern country with an appearance of freedom (libraries have always been a symbol of the freedom of thoughts and search for true by free men), but in reality the system makes that impossible.
I think the architect is MVRDV but I don’t remember, I should google it
