Does the chimney draft well given that it goes out the wall and then not as high as the 10-3-2 rule would suggest?

Kinda stinks that someone put a nice casa in front of your house, blocking the view (I imagine it is from your porch that you are standing). Though I guess you get what you get and a small view is better then no view.
