Sadly? Very debatable. Korea was forcefully colonised by Japan during WW2. You cannot possibly list all the horrific deeds the “Japanese General Gov” has done to the people of Korea. The building was also built right in front of the main royal palace of Korea after they have successfully defeated the royals. The building and its site is a true horror to many Koreans.
Edit: the Japanese gov had actually taken down the main gate (very architecturally significant) of the royal palace and built this building on that exact site. So after independence, Korea had to rebuild the gate again. The gate is called GwangHwaMun.
