Some brief history:
This was built under request by Governor Italo Balbo of colonized Libya. The project was unveiled to Benito Mussolini, leader of Italy, in 1937.
After WWII and the fall of Italian colonization, the arch still remained. However, Libyan leader Muammar Gaddafi destroyed the monument in 1973 with dynamite, this was done to remove the remnants of foreign colonization of the country. Some pieces were scavenged from the rubble and kept in a Libyan museum.
About the structure itself:
The name comes from the two ancient Carthage brothers, the Philaeni brothers. The story goes, that the brothers were buried alive at that exact spot. On the structure, there are two bronze statues of the brothers, being buried alive. There are engravings in the marble that also demonstrate the tale.
The Latin translates to, "Oh almighty Sun, you will never look upon a city greater than Rome".

Uhh if this is a monument to fascist imperialism, good riddance. Blowing it up with Dynamite is justice.
