Right it has taken me around 3 hours to find exactly were this was. I’ve never set foot in America so I’m researching this from Ireland.
I used a few 1900 maps but what threw me off is that the road this was on has been reprofiled. This was at a cross road, but the road running infront of it was changed and a bend put in to avoid the hill and the road running down doesn’t appear to exist anymore.
You will see a corner stone with the name "Park Terrace" just at corner of step running up. This stone was carried down and placed here but I believe these steps are the ones running up in the foreground of OP’s pic.
This block was put inbetween the steps and a house.
You can see this view below on google street view, zoom in to look out for the corner stone beside the yellow house.
