    Based on how close that is to the West Side highway I am almost positive that lower corner was where the first staging area for FDNY firemen was on 9/11. It appears to be the northwest corner of the lobby of the North Tower. It can be seen in the documentary ‘9/11’ by the Naudet brothers.
