It’s Meguro City Hall here in Meguro, Tokyo, Japan.
It was designed by Togo Murano, built in 1966. Here is a photo that shows the entrance structure on the left as well.

Reminds me of the Hotel Mecure Paris by the Eiffel Tower. Hopefully this helps. A good street view should give you an idea.
