In Isaac Asimov’s Foundation series, the capital of the galaxy is a planet completely covered in ultra-urban development, cities stacked on top of each other several stories thick. Most residents are severely agoraphobic, having never been outside. There are observation decks that they can go to in order to see the surface of the planet.
In my head, the observation decks look exactly like The Vessel.
