It’s possible they made each storey "twist" or turn a few minute degrees. The floor slabs all have the same axis they used to rotate around, and as you go up the rotations progresses. And they finished the exterior facade with traditional wall with cladding. A few buildings have done this.

It’s also possible that it’s probably an illusion, and it doesn’t actually twist. But the facade was designed in a way that it appears it twists.
