The only you might consider, if there is room, is some kind of side table next to the stove. Having to rotate 189 degrees with anything and everything hot can be dangerous.

I know it’s a tight budget, but I would seriously consider a range hood. Having lived without one for several years, a good range hood is pretty indispensable if you’re cooking with any regularity. Without one, oils and fats get aerosolized and stick to everything – the walls, cabinets, you name it. It’s especially bad in a small kitchen – your friend will be wiping grease off that picture wall every other week. It’s not the end of the world if it doesn’t work out, but if they’re going to have someone in there doing work already I’d look into costing a hood out – even a circulating one (instead of one that vents outside) is better than nothing.
