Why does closed captioning require an entire tower?

Oh yeah, I’ve walked by this once. There are spots you can look down in that middle overhang if you’re inside.

If I was in the corner closest to where this photo was taken and someone started jumping up and down I would feel very uncomfortable.

In this instance CCTV means China Central Television.

Other meanings of CCTV are Closed Circuit Television, meaning "not broadcast", and typically referring to security cameras. The circuit is closed between the cameras and displays.

And CCTV sometimes means closed caption television, being the words that are printed on the screen when people are speaking. "Subtitle" might be another word for that.
