The notion of the Kijk Kubus (Look-Cubes if my Nederlandse is correct), is that they can be built on minimal ground footprint and are suitable for ground that may be contaminated: this was an issue in this area of Toronto. They believe they were built as a demonstration on hopes that they could be marketed.
I toured the ones in Rotterdam a long time ago. They are interesting, but honestly I doubt they would be popular here. They are small and the stairs are a pain.
