Plan4Chaos says Lol. For an uninitiated, Yuri Andropov was the head of KGB for 15 years (not the most grim ones, but still). Nevertheless, I didn’t know such a monument ever existed and I don’t have the slightest clue what it was supposed to symbolize originally.
